The Resident Solution · Tom Berhane for Governor 2026

13 Directives.
Zero Excuses.

These are not campaign promises. They are executive orders ready to be signed on day one. Every directive is grounded in Minnesota law, written in plain language, and built around one standard — what is right for the residents of this state.

13 Directives
12 Executive Orders
1 Public Pledge
Day 1 Effective Date
Directive 02
Family Rights & Parental Sovereignty
Good parents are losing their kids to a system that runs on assumptions instead of proof. That is not child protection. That is a failure of the state.
Directive 03
Education & the Workforce Pipeline
Why are we handing students a diploma and a question mark? The largest companies in Minnesota are desperate for trained workers right now. This directive makes it possible to graduate on Friday and start a career on Monday — fully trained, guaranteed employment, competitive pay. No question mark. A future.
Directive 04
Public Safety & Law Enforcement Evolution
Officers are burned out, understaffed, and left without the support or resources to do the job right. Communities don't trust the system. Nobody is winning. This directive fixes the conditions — not just the optics.
Directive 05
Public Health Recovery & Rural Access
If you live outside the metro, you already know — the healthcare system was not designed with you in mind. You drive further, wait longer, and pay the same. That ends here.
Directive 06
Immigration & Jurisdictional Boundaries
This is not about where you are from. It is about whether you are here legally and whether the resources Minnesota residents paid for are going to the people they were meant for. A Governor who looks the other way is not being compassionate. He is being irresponsible.
Directive 07
Cannabis Market & Economic Fairness
They sold residents a market. They built a corporate takeover. Two bills moving right now — HF 4397 and HF 4398 — would hand the keys to out-of-state money before a single Minnesota microbusiness gets off the ground. This directive names them, vetoes them, and takes the market back.
Directive 08
Housing & Cost of Living
Working full time and still can't afford to stay in the city you grew up in. That is not a housing market. That is a broken system with nobody held accountable for breaking it.
Directive 09
Veterans — Continuity of Command
You gave this state everything. The least it owes you is a system that actually works when you need it. This directive makes that a requirement — not a courtesy.
Directive 10
Fiscal Transparency — The War Room
They spend your money behind closed doors and call it governance. Every dollar in. Every dollar out. In plain language. No exceptions. Open the doors.
Directive 11
Mining, Agriculture & Greater Minnesota
Greater Minnesota feeds this state, powers this state, and builds this state. And St. Paul has governed for decades like none of that matters. It matters. This directive says so.
Directive 12
Men's Mental Health & Suicide Prevention
Men are dying by suicide at a rate that should be a state emergency. Instead it gets a pamphlet and a hotline. This directive treats it like what it is — a crisis that demands a real response.
Directive 13 · No Executive Order
The Transparency Pledge
Every politician promises to be different. This one puts it in writing — no hidden agenda, no backroom deals, no donor obligations. Signed, dated, and handed to you to enforce.
Ready on Day One
These Are Not
Promises.
Every directive on this page is backed by a draft executive order written in real Minnesota EO format, grounded in existing statute, and ready for the Governor's signature on January 4, 2027. This is what governing with intention looks like before you ever take the oath.
